Set the T13 activation dates (October 29 on Moderato and November 3 on mainnet, both at 15:00 UTC) and rewrite the T13 page around the Zone prover, following the T12 upgrade-page template.

• Zone prover: prepare → prove in AWS Nitro → settle on Tempo, the temporary NoProof fallback and the empty measurement registry.
• Tempo changes for the prover: TIP-1098, TIP-1096 and TIP-1119, each with why the prover needs it.
• OUSD fee-token fallback (TIP-1115): how selection works and what integrations that assume pathUSD for gas must change, before and after activation.
• Diagrams: hand-drawn SVGs for the prover flow and the fee-token fallback, in the existing Zone diagram style (ZoneDiagram).
• Updates the protocol index and the Network Upgrades and Releases page (T13 entry, missing v1.16.1 row). Merges main; proving.mdx keeps main's version.

Validation: pnpm check, pnpm check:types, vitest run --dir src (1,548 tests) pass; page checked in light and dark mode on the dev server.
