Summary

This PR addresses #7614 by adding support for configuring RLogger global and channel-specific verbosity using the ROOT_LOG environment variable (with fallback to ROOT_LOGGERS):

export ROOT_LOG='ROOT.InterpreterPerf=Debug(3),ROOT.RBrowser=Error,default=Info'

fixes root-project#7614)

- Allow configuring RLogger global and channel-specific verbosity using the
  ROOT_LOG (and fallback ROOT_LOGGERS) environment variable.
- Support comma-separated Channel=Level syntax (e.g.
  ROOT.InterpreterPerf=Debug(3),ROOT.RBrowser=Error,default=Info).
- Implement RLogManager::ConfigureFromEnv, ConfigureFromString, and ParseLogLevel
  supporting Debug(N), Debug+N, Info, Warning, Error, Fatal, and Unset.
- Update RLogChannel::GetEffectiveVerbosity to respect channel verbosity configured
  in RLogManager.
- Add GoogleTest unit tests in testLogger.cxx covering parsing, string configuration,
  environment variable parsing, and selective log emission and suppression.
