docs: point auth at the new pesuauth Render hosts - #5

pesu-auth's Render services moved to pesuauth.onrender.com (production) and pesuauth-dev.onrender.com (staging) in pesu-dev/auth#171. The old staging host returns 404 and the old production host no longer receives deploys, so diagnose-production was probing a frozen or missing service. Picks up pesu-dev/skills#5, which points the agent docs and the diagnose-production skill at pesuauth.onrender.com and pesuauth-dev.onrender.com. Before this, agents following diagnose-production probed the old production host, which is frozen at 4.10.0. No role frontmatter changed, so .github/agents/ is unchanged. Bumps the version to 4.13.0 as every PR must. Co-authored-by: Claude Opus 5.5 <noreply@anthropic.com>
