PR upgrades all packages within the specified range in package.json.

• Important is the upgrade of xmldom to the latest version 0.9.12 due to security vulnerabilities
• All other packages are at their latest version with exception of eslint-plugin-jsdoc. Version 65 runs into the never type vs explicit return on texError in the getBraces function of ColumnParser.ts. We had discussed this previously. We could fix it by adding an explicit return texError(...) in two places, but I have not done that yet.
