What this PR does / why we need it
mise 2026.10.19 (Oct 24) changed the default to
lockfile_mode = "generate". An install now also locks platforms that are missing from our lockfiles. On machine executors devbase's first mise install runs before CI has a GitHub token so resolving private getoutreach tools goes to mise's public versions host gets a 404 and the job fails. That's breakingshared/e2e(devenv in a stalemise.e2e.lock) and devbase's own test-macos (orc has no windows-x64 entry). This restores the previous merge behavior guarded to mise 2026.9.5+ where the setting first appearedJira ID
