Head of AI for the Government of El Salvador. I build the AI behind the country's public education platform and worked on the AI and architecture of DoctorSV, the national telemedicine service. Before that I was CTO of El Salvador's National Commission of Digital Assets.
The code for the systems below belongs to the Government of El Salvador, so it is private. This page explains what they do and how they are built, without the code.
Adaptive diagnostic engine (deployed nationwide) An adaptive test over a knowledge graph, designed to find where a learner actually stands, whatever their grade: it goes up when answers hold and steps back when it finds a gap. I built it to be reproducible (same inputs, same report), and its items are validated by expert judges before they count.
National content pipeline (deployed nationwide) A multi-agent system that turns lesson plans into lessons, quizzes and short videos. Automated visual and pedagogical checks run first. The final say belongs to a human editor, and nothing is published without one.
Evidence-anchored knowledge-graph builder Builds curriculum graphs of small, atomic concepts from openly licensed textbooks. Every concept points back to the text that supports it, and the national curriculum is used to check the graph, not to write it. It covers mathematics and language today.
Clinical AI agents on FHIR (DoctorSV) Agents that help with anamnesis and triage on El Salvador's national telemedicine platform, working over FHIR records. Their clinical outputs stay under human review.
The rule they share: a person signs off before anything is published or used clinically, and every run can be traced back to what produced it.

As CTO of the digital-asset regulator, I worked on the technical side of the framework providers must meet to operate in El Salvador: cybersecurity, custody (MPC), transaction tracking (KYT) and token standards (T-REX / ERC-3643). Before that, I was an ML engineer and blockchain tech lead at Applaudo. My background is a master's in AI (with honors), a master's in blockchain and Cambridge's Digital Education Leadership Programme.
