[HOLD Auth#25045] Add support for MERGEDEXPENSEDELETED report action

Explanation of Change

• Adds support for the new MERGEDEXPENSEDELETED report action, which the backend sends when an admin merges a submitter's expenses and moves one to Deleted.
• Renders it as a system message: "merged expenses and moved one to Deleted", with the admin as the actor.
• Backend: https://github.com/Expensify/Auth/pull/25045. This PR can merge first: the App only renders the action once the backend starts sending it.

Tests

1. As a workspace admin, open a submitter's open report A with a cash expense.
2. Tap Merge on that expense.
3. Select a cash expense from the submitter's report B and complete the merge, keeping the expense from report A.
4. As the submitter, open report B, or report A if report B was deleted.
5. Verify a system message from the admin reads "merged expenses and moved one to Deleted".
6. Switch the language to Spanish and verify the message is translated.

Hey, I noticed you changed src/languages/en.ts in a PR from a fork. For security reasons, translations are not generated automatically for PRs from forks.

If you want to automatically generate translations for other locales, an Expensify employee will have to:

1. Look at the code and make sure there are no malicious changes.
2. Run the Generate static translations GitHub workflow. If you have write access and the K2 extension, you can simply click: [this button]

Alternatively, if you are an external contributor, you can run the translation script locally with your own OpenAI API key. To learn more, try running:
