Add possibility to add labels to actions on automations

Describe the feature

I think it would be a good idea to have the ability to add tags to actions within automations.

Use cases

When the same automation triggers multiple MQTT publications, you have to analyze the different payloads one by one.
This is a problem I only see in MQTT; with other types of actions, it's more visual.

You can add an alias to each action step to give it a readable label in the automation trace. This makes it easier to see which MQTT publication step ran. The action documentation shows how to set an alias: https://www.home-assistant.io/docs/scripts/#actions 🎉
